Common Mission Project sits at a precise and purposeful intersection: a government investing billions in the sectors of tomorrow; a generation of young people with the raw talent and ambition to drive that investment forward; and a skills system that has not yet built the bridge between the two. We are that bridge.

Annual Review 2025

in seven years of operation, we have engaged more than 1,400 Master's-level and final year undergraduate students across 28 UK universities in solving live, unclassified challenges sourced directly from the Ministry of Defence, the Department for Transport, and the Home Office. Our students build thousands of repetitions by practicing problem solving in partnership with the organisations that most urgently need it. They graduate the course with government literacy, entrepreneurial confidence, and a mission-driven methodology that neither a lecture hall nor a commercial internship can replicate.

Across the eight priority sectors of the UK Industrial Strategy, capital is not the constraint. The capital is there, the need is clear, the talent exists. What has been missing is a programme that connects all three. That is our purpose. This report is an account of how we are delivering it.

“This project was a catalyst. It made us realise we need to use data in a far more dynamic and innovative way.”

— ROSALIND REID, DEPUTY DIRECTOR, PORTFOLIO AND PERFORMANCE, DEPARTMENT FOR TRANSPORT, 2025

“What H4 offers specifically that we haven't had before is the opportunity for students to engage with professionals on a much more enlarged scale and at a much more interactive level than we've had previously in any setup. If you talk to professional people, you learn how to be professional. You learn how to conduct interviews. You learn how to interrogate a problem. You learn how to receive feedback. You learn to work in a group. And, crucially, students take it seriously because the stakes are real."

DR MATT HILL, LIVERPOOL JOHN MOORES UNIVERSITY, H4 LEAD EDUCATOR, 2026

"Traditional education often rewards arriving at the 'correct' answer. H4 teaches students that real-world problems rarely have perfect answers. They learn how to listen, test assumptions, pivot when necessary, and continue moving forward even when the path is unclear. Those are incredibly important professional skills."

DAVID ATKINSON, BAE SYSTEMS, H4 INDUSTRY MENTOR, 2026
